Did you voice your concerns to your superior? Where I'm from, it's fully possible to turn down a promotion. It's rare, but some officers do choose to do so, for whatever reason.
I have to say, I disagree with the practice of forcing people into law enforcement. It's irresponsible, and a violation of both those who have been forced into it and those they govern.
